I have a fellow question:

Where can the seller set his terms and conditions and cancellation policy? I know how I, as a shop operator, can adjust this, but every seller must have his own general terms and conditions and cancellation policy, otherwise this is a legal problem in Germany. The general terms and conditions of the retailer must appear on the checkout side.

Hi,
As per your requirement you need some custom code on your end.
using below hook you can add fields or text before “Place Order” button.

woocommerce_review_order_before_submit

And using below hook you can show message for require checkbox.

woocommerce_checkout_process
