Kindly note that admin can manually assign only the non-recurring packs to vendor. (see screenshot- https://prnt.sc/vraA8hRk8r28 )
Thank you. I was able to solve by going into the vendor product and simply clicking update. It had never been a recurring pack, but I guess the product just needed to be refreshed.
